POI Aviation Guam is seeking a detail-driven and service-minded Technical Training Administrator to support the technical training needs of our Cargo Operations team. Train the team. Track the details. Keep cargo moving safely.

This position is responsible for administering, coordinating, delivering, tracking, and evaluating technical training for Cargo Agents and Cargo Office Agents after completion of Human Resources onboarding. The role helps ensure employees receive the job-specific instruction, On-the-Job Training, competency validation, and required customer, safety, security, and regulatory training needed to perform their duties safely, accurately, and in compliance with company, airport, customer airline, federal, and Guam requirements.

The Technical Training Administrator serves as the central coordinator of the cargo technical training process. This role works closely with the Cargo Operations Manager, Duty Managers, designated OJT trainers, Lead Agents, Safety/Security personnel, Human Resources, and customer airline representatives to keep training organized, documented, current, and audit-ready.

This is not a direct people-management position. However, it is a key operational support role responsible for coordinating training activities, following up on incomplete requirements, documenting progress, escalating training or qualification concerns, and supporting training coverage across operational shifts when business needs require it.

Key responsibilities

In this role, you will be expected to perform with or without accommodation:

  • Administering, coordinating, delivering, and evaluating technical training programs for Cargo Agents and Cargo Office Agents.
  • Developing and maintaining structured training plans, training schedules, timelines, learning materials, sign-in sheets, competency checklists, quizzes, practical evaluations, and qualification records.
  • Coordinating classroom training, practical demonstrations, shift-based coaching, recurrent training, remedial training, and OJT validation with Cargo Operations leadership and approved trainers.
  • Monitoring completion of initial, recurrent, regulatory, customer, company, safety, security, and operational training requirements.
  • Coordinating training related to cargo acceptance, freight and mail handling, scanning, data entry, manifesting, documentation, warehouse processes, equipment operation, and other cargo or cargo office functions.
  • Maintaining accurate training matrices and individual qualification records, including onboarding handoff dates, assigned training paths, OJT status, certification expiration dates, recurrent training requirements, competency validation, and retraining needs.
  • Assigning or coordinating OJT with approved trainers and ensuring OJT is completed, signed, validated, and retained according to company and customer requirements.
  • Maintaining organized, confidential, audit-ready electronic and hard-copy training files.
  • Following up on missing, incomplete, overdue, or expired training documentation.
  • Supporting safety and security training expectations related to cargo operations, warehouse activity, ramp-interface work, access control, equipment use, hazard recognition, incident prevention, and safe work practices.
  • Supporting incident reviews, operational error analysis, cargo handling deficiencies, safety events, audit findings, customer concerns, and corrective action training needs.
  • Preparing training summaries, retraining plans, schedules, action items, and written status updates for Cargo Operations leadership.
  • Coordinating training for new or updated systems, procedures, customer requirements, tools, forms, schedules, and operational programs.
  • Observing work performance across shifts, including graveyard or other high-volume/high-risk periods when necessary, to validate training effectiveness and identify training gaps.
  • Providing respectful, objective, and consistent coaching and training feedback while maintaining employee dignity.
  • Escalating safety, security, access, training, documentation, qualification, or compliance concerns to the appropriate manager and Human Resources.
  • Performing other related duties based on operational, customer, safety, security, regulatory, and business needs.

Key Relationships and Interactions

The Technical Training Administrator serves as a central training coordination partner within Cargo Operations and will regularly interact with internal and external stakeholders to support employee readiness, training compliance, and operational performance.

This position will work closely with:

  • Cargo Operations Manager and Station Leadership to align technical training priorities with operational needs, customer requirements, audit readiness, corrective actions, and performance trends.
  • Duty Managers and Lead Agents to coordinate training schedules, monitor employee progress, identify skill gaps, support shift-based training needs, and ensure training expectations are clearly communicated.
  • Designated OJT Trainers to assign, track, validate, and document On-the-Job Training activities and competency completion.
  • Cargo Agents and Cargo Office Agents to provide job-specific instruction, practical coaching, training support, process clarification, and respectful feedback during the learning and validation process.
  • Human Resources to coordinate post-onboarding training handoffs, maintain appropriate documentation practices, support employee development needs, and refer performance or conduct concerns through the proper channels.
  • Safety and Security Personnel to ensure training supports safe work practices, access control, hazard recognition, incident prevention, security compliance, and airport-controlled area requirements.
  • Customer Airline Representatives and Operational Partners to support customer-required training, cargo handling standards, process updates, audit requests, and compliance expectations.
  • Airport, regulatory, or audit stakeholders, when applicable, to assist with training records, qualification documentation, audit preparation, and follow-up training support.

Although this position does not have direct supervisory authority, it is expected to provide professional instructional guidance, coordinate training-related follow-up, escalate concerns appropriately, and maintain productive working relationships across departments and shifts.

Qualifications 

Education

  • High school diploma or equivalent required.
  • Bachelor`s degree in business administration, Aviation Management, Education, Training and Development, Safety, Security, or a related field preferred.
  • An equivalent combination of education, training, certification, and relevant experience may be considered.

Experience

Preferred experience includes:

  • Minimum of two years of experience in airline, aviation, cargo, ground handling, training administration, safety, security, or related airport operations.
  • Experience coordinating or delivering operational training, OJT, compliance training, safety/security training, or technical job-skills training.
  • Experience with cargo operations, customer airline requirements, warehouse operations, scanning/data systems, AF9 or similar manifesting processes, or equipment operation.
  • Experience maintaining training schedules, matrices, certification logs, OJT records, audit files, or other compliance documentation.
  • Dangerous Goods Handling certification preferred, or ability to obtain within six months if required for the role.
  • Train-the-Trainer certification, instructor certification, safety certification, aviation training certification, or equivalent preferred.

Key Certifications

The following certifications are preferred or may be required based on customer, operational, safety, security, or regulatory needs:

  • Train-the-Trainer certification, instructor certification, or equivalent training facilitation certification.
  • Dangerous Goods Handling certification, or ability to obtain within six months if required for the role.
  • Safety, security, aviation, cargo, warehouse operations, or compliance-related certification.
  • Customer airline training certifications, including United Airlines cargo training, where applicable.
  • Airport, TSA, FAA, or other operational training certifications required for assigned cargo training responsibilities.
  • Current or ability to obtain required airport access credentials and customer-required qualifications applicable to the position.

  • Documentation Accuracy: Ability to maintain training matrices, OJT records, certification tracking, qualification records, and audit-ready files.
  • Professional Coaching: Ability to provide respectful, objective, and consistent instruction and training feedback without relying on direct supervisory authority.
  • Collaboration: Ability to coordinate effectively with Cargo Operations management, Duty Managers, OJT trainers, Lead Agents, Human Resources, Safety/Security, customer airline representatives, and employees.
  • Judgment & Confidentiality: Ability to handle sensitive employee and compliance information with discretion and a legitimate business need-to-know approach.
  • Ethical Decision-Making: Ability to escalate concerns appropriately and avoid inconsistent, biased, retaliatory, or unsupported training decisions.
