Title: Clinician- Youth & Families

Reports To: Lead Clinician

Position Summary

Person in this position will be responsible for providing behavioral-health services to at-risk youth and adolescents in Guam. This role plays a critical part in supporting youth and adolescents in processing traumatic experiences, strengthening protective factors, and promoting long-term mental health and recovery.

Essential Job Functions

  • Coordinating interventions with adolescents, acting as an intervention specialist;
  • Conduct mental health screenings to identify emotional, behavioral, and psychological needs of clients, including early identification of risk factors and symptom severity.
  • Administer evidence-based suicide risk screenings utilizing program approved tools and clinical judgment to evaluate level of risk and implement appropriate safety planning and interventions.
  • Complete thorough biopsychosocial assessments that examine clients' mental health history, medical and psychiatric background, substance use, family dynamics, social supports, cultural factors, and environmental influences.
  • Perform trauma screening and assessments to identify exposure to adverse experiences, trauma symptoms, and functional impact, ensuring a trauma-informed and developmentally appropriate approach.
  • Integrate assessment findings into individualized and strength based treatment planning, including recommendations for level of care, referrals, and evidence-based interventions.
  • Utilize trauma-informed and evidence-based modalities (e.g., TF-CBT, CBT, DBT skills, Motivational Interviewing) when providing individual, group and family therapy.
  • Provide resource information and psychoeducation to clients and families to promote self-sufficiency and informed decision-making.
  • Provide crisis intervention services within an outpatient behavioral health setting to support clients experiencing acute emotional distress or situational crises by focusing on safety planning and coordination of appropriate supports.
  • Provide brief case management to coordinate referrals and connect clients with appropriate internal and external services that support treatment goals and overall well being; facilitate warm handoffs to community providers, partner agencies, etc., and monitor follow-through to ensure clients receive appropriate supports that complement clinical care.
  • Collaborate with multidisciplinary team members to review assessment findings and coordinate services that support client safety and recovery.
  • Participate in team meetings, individual or group clinical supervision, training, and ongoing professional development.
  • Maintain data on person served.
  • Maintain timely and accurate clinical documentation to include, but not limited to assessments, progress notes, treatment plans, transition and continuing care plans, safety plans, discharge summaries, accounting of disclosures.
  • Report and respond appropriately to mandated reporting requirements, including suspected abuse, neglect, or threats to safety.
  • Ensure strict adherence to confidentiality requirements, including compliance with HIPAA, 42 CFR Part 2, and applicable federal, state, and local regulations governing the protection of client information.
  • Maintain secure handling, storage, and transmission of client records, both electronic and paper, in accordance with organizational policies and privacy standards.
  • Obtain and document informed consent, releases of information, and required authorizations prior to sharing client information.
  • Participate in quality assurance and continuous quality improvement activities.
  • Participate in peer chart audit reviews, and quality assurance activities to ensure regulatory compliance and documentation integrity.
  • Be familiar with disciplinary guidelines and at-risk adolescents characteristics/needs, and with collaborating agency referral guidelines.
  • Be familiar with special education regulatory requirements and provide assistance to clients in navigating service systems.
  • Possess behavioral modification training and knowledge or crisis intervention techniques.
  • Foster effective communication with adolescents, parent(s) and other staff members.
  • Posses effective organizational and time management skills.

Qualifications

Essential Qualifications:

Certifications/Licensures: Must possess or be eligible and working toward Guam License as LMFT, LPC, or LCSW; and Master's degree in psychology, counseling, social work, or related field; Valid Driver's License Required

Education: Graduation from an accredited four-year college with a degree in Counseling, Social Work, Psychology or related field is preferred; High School Diploma or equivalent and two (2) years of college-level education is required. Two (2) years of alcohol and other drug counseling experience may be substituted for one (1) year of college-level education. No more than one (1) year of college-level education may be substituted with alcohol and other drug counseling experience.

Experience and Competencies: Two (2) years of experience in providing direct behavioral health counseling and/or substance use treatment is preferred; Intake and assessment experience is preferred; Bilingual is preferred; Excellent communication skills; Ability to exercise good judgment and discretion; Ability to work well in a team environment; Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality; Professional appearance and demeanor; Must be culturally/linguistically sensitive to populations served; Valid driver's license and ability to obtain and maintain WestCare's vehicle insurance is required; CPR Certification and First Aid Certification.

Working Conditions: Work is primarily performed in an office or residential treatment setting; and Some outdoor activities may be required.

Essential Physical and Mental Demands of the Job The employee must be able to perform the following essential duties and activities with or without accommodation:

Physical Demands: Requires mobility and physical activity: Having an adequate range of body motion and mobility to work in an office, residential, or outdoor environment including standing and walking (even and uneven surfaces), sitting for extended periods of time, bending, twisting, reaching, balancing, occasional lifting and carrying of up to 50 pounds. Use of computer and telephone systems is required which includes coordination of eye and hand, and fine manipulation by the hands (typing, writing, and working with files). Requires the ability to defend oneself and clients in physically abusive situations through the use of approved physical de-escalation techniques.

Requires talking: Expressing or exchanging ideas by means of the spoken word. Talking is required to impart oral information to employees, clients, patients, and the public, and in those activities in which the employee is required to convey detailed or important spoken instructions to others accurately, loudly, or quickly.

Requires hearing: Hearing is required to receive and communicate detailed information through oral communication.

Requires seeing: Clarity of vision at 20 inches or less and at distance. This factor is required to complete paperwork for many of the employee's essential job functions and to observe client behavior and activities in and out of the facility.

The normal work routine involves no exposure to human blood, body fluids or tissues. However, exposure or potential exposure may be required as a condition of employment. Appropriate personal protective equipment will be readily available to every employee.

Mental Demands: Requires the ability to collect and analyze complex numerical and written data and verbal information to reach logical conclusions. Requires the ability to work and cooperate with clients, co-workers, managers, the public and employees at all levels in order to exchange ideas, information, instructions and opinions. Requires the ability to work under stress and in emotionally charged settings. The ability to defend oneself and clients in mentally/verbally abusive situations through the use of approved mental/verbal de-escalation techniques.
