Duties
  • Serves as the Chief of DLA Learning, Development, and Readiness Technical/Quality Training Branch (DHRS-DTTQ). Supervising Technical/Quality Instructors
  • Leads and manages subordinate staff by planning work, assigning tasks, evaluating performance, resolving employee issues, and overseeing hiring, disciplinary actions, and employee development.
  • Serves as Course Manager for multiple Quality Assurance training programs, ensuring course content is accurate, complete, and aligned with agency requirements.
  • Plans and schedules training sessions in appropriate quantities and locations to meet Agency and Major Subordinate Command (MSC) needs.
  • Designs, develops, delivers, and evaluates technical and non-technical training courses produced in-house or through contractors to support workforce development.
  • Conducts research and evaluation to measure training effectiveness, identify improvements, assess customer satisfaction, and determine return on investment.
  • Contributes to Agency-wide workforce development policy and provides centralized support to ensure training aligns with DLA strategic goals.
  • Manages Technical/Quality Assurance training administrative systems to maintain data integrity and produce accurate training metrics and cost reports.
  • Coordinates with HQ DLA, MSCs, and external partners in industry and academia to support training initiatives and integrate new technologies and best practices.

Qualifications

To qualify for a Supervisory Quality Assurance Specialist (Instructor), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Led a team of training and quality-assurance professionals by assigning work, evaluating performance, resolving employee issues, and guiding hiring and disciplinary actions to ensure effective workforce operations.
  • Managed enterprise-level Quality Assurance training programs by developing, updating, and overseeing technical course content to meet Agency and MSC mission requirements.
  • Evaluated training effectiveness through research, data analysis, customer feedback, and ROI assessments to identify improvements and strengthen workforce capability.
  • Coordinated with HQ DLA, MSCs, and external partners to align training initiatives with Agency policy, integrate new technologies, and support strategic workforce development goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
