Responsibilities

  • Under the general supervision of the Deputy City Engineer, the Project Engineer for Development & Utilities is responsible for a wide range of engineering-related tasks including but not limited to: the review and approval of private development civil plans for residential, commercial, and mixed-use projects; the review and approval of floodplain permits for private and public developments; the formulation of City capital utility projects including oversight responsibility for consultant design and capital project management; management of waterline chlorination requests; utility capacity studies; technical plan & report review; data analysis & management; development and maintenance of engineering standards, guidelines, and best practices; utility asset management functions; technical support for construction or other field crews; and overall support for the development and implementation of plans and programs for the Engineering Department, Division of Development & Utilities.
  • The work of the Project Engineer (Development & Utilities) focuses predominantly on the areas of site design; drainage and stormwater management design; sanitary sewer studies and design; waterline design; and utility asset management.
  • Provide support for the Deputy City Engineer in project management for private development and utility projects.
  • Manage the review of private development civil plan reviews, ensuring private development designs meet City engineering & construction standards, applicable regulations, and permit requirements. Lead and coordinate pre-construction meetings for development projects that they review.
  • Review & provide technical assistance to the Planning & Building Standards Divisions on site plans, utility plans, and stormwater management plans submitted for private development proposals.
  • Oversee utility asset management lifecycle programs, including inventory, planning, budgeting, design, and project management.
  • Manage contracts for cleaning, televising and/or rehabilitation of storm and sanitary sewers and for design of other utility capital improvement projects.
  • Provide technical assistance to City construction inspection staff on all private development and City utility capital improvement projects during construction, including attendance at pre-construction and progress meetings.
  • Coordinate with the Public Service Department on stormwater and other utility issues.
  • Assist with right-of-way management, including but not limited to support of other City staff in the review of plans submitted by private utilities as part of right-of-way permit applications related to impacts to infrastructure under their purview (utilities, drainage structures, floodplain, etc.).
  • Assist the Deputy City Engineer to develop and maintain all City engineering standards related to site design, utilities, and stormwater management.
  • Obtain and review as-built plan records and financial cost data for all new public infrastructure constructed as part of private development projects to initiate acceptance of new public infrastructure.
  • Review of subdivision plats and easements for public infrastructure prior to acceptance.
  • Coordinate with GIS staff to ensure all new public infrastructure is incorporated into the City's GIS mapping.
  • Perform other duties under the direction of the City Engineer or Deputy City Engineer, as required.

Knowledge, Skills and Abilities

  • Ability to communicate effectively in the English language, both orally and in writing.
  • Ability to present technical material in a public forum in a concise, easily understandable manner.
  • Ability to manage time and plan work to ensure deadlines are met.
  • Ability to follow oral and written instructions.
  • Basic knowledge of civil engineering theories, principles and practices as they relate to the job duties.
  • Ability to read and interpret construction plans and drawings.
  • Knowledge of construction processes and procedures, including Ohio Department of Transportation and City of Columbus Construction & Material Specifications (CMS) and standard drawings.
  • Knowledge of City's Engineering Design Manual and engineering standards.
  • Knowledge of the City of Hilliard Comprehensive Plan.
  • Knowledge of state and local land development, stormwater management, and utility design guidance, best practices, and procedures.
  • Any combination of education, training and experience, which provides the required advanced knowledge, skills and abilities to perform the essential functions of the job.

Qualifications

  • A Bachelor of Science degree in Civil Engineering from an accredited university.
  • Registered Professional Engineer (PE) in the State of Ohio is preferred.
  • Three years of experience in the areas of private development, site design, stormwater management, drainage, and other utility infrastructure.
