Responsibilities:

  • Researches current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available.
  • Researches accounting data and performs balancing and reconciling of accounts.
  • Processes all types of accounting transactions and requests for establishment of additional accounting records.
  • Verifies the accuracy, completeness, and validity of a wide variety of accounting functions/transactions including: obligations; accrued expenditures; disbursements; appropriation refunds; reimbursable orders; earnings and collections.
  • Assists in implementing and maintaining Internal Control Program requirements to protect against waste, fraud, and abuse.

Duties will be developmental in nature when the position is filled below the full performance level.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04 for GS-05 and GS-05 for GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-05: Specialized Experience Is Defined As: Performing financial duties that support the processing of financial/accounting transactions using standardized procedures to include reviewing documents for accuracy and inputting financial/accounting information into an automated system and correcting invalid/incorrect transactions.

Time-in-Grade GS-05: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-04 or higher grade in Federal Service.

GS-06: Specialized Experience Is Defined As: Applying knowledge of accounting systems, policies and procedures for the examination, verification and maintenance of accounts and accounting data; validating, monitoring and maintaining accounting transactions and accounting records; researching discrepancies and making adjustments.

Time-in-Grade GS-06: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education:

GS-05 SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Four years of education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.)

GS-06 Substitution of Education for Experience: Six (6) months of graduate education that may be substituted to meet the specialized experience requirement when education is directly related to the position being filled. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim.)

This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
