Position: Supervisory Contract Specialist. Duties include planning, directing and executing Pre-Award contracting team activities, reviewing performance against objectives, overseeing Pre-Award actions for highly complex requirements, coordinating with agency attorneys to ensure FAR/DFAR compliance, ensuring legal, technical and administrative adequacy of contracting actions, managing subordinate training and continuous learning requirements, and serving as a warranted contracting officer for Pre-award actions up to the warrant's dollar limit.

Duties

  • As a Supervisory Contract Specialist you will be responsible for the following duties:
  • Plan, direct and execute the activities and programs for the Pre-Award contracting team.
  • Review performance to determine whether objectives and/or goals are being met.
  • Oversee the implementation of all Pre-Award actions for highly complex and highly technical requirements.
  • Coordinate with agency attorney's to ensure FAR and DFAR requirements are met on all Pre-Award actions.
  • Ensure legal, technical and administrative adequacy of contracting actions, as well as compliance with applicable regulations, policies and directives.
  • Manage subordinate training to ensure Defense Acquisition training requirements including Continuous Learning. modules are met to hold warrants or Government Credit Cards.
  • Serve as a warranted contracting officer for Pre-award actions, up to the dollar limit specified in the warrant.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support:

A. Basic Contracting Requirement: A bachelor's degree from an accredited educational institution OR a current civilian DoD employee or armed forces member in qualifying contracting positions with authority to award or administer contracts above the simplified acquisition threshold as of before September 30, 2000 is excluded from the requirements of "A)."

B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.

C. Specialized Experience: One year of specialized experience related to this position. For GS-12, specialized experience must be at the GS-11 level or equivalent. Creditable experience includes:

  • Applying contracting principles, laws, statues, regulations and procedures for pre-award actions.
  • Experience with federal contract methods and contract types as a Warranted Contracting Officer.
  • Using negotiation techniques with private sector and government representatives.
  • Written communications with vendors/customers.
  • Using cost and pricing techniques to procure items timely and within fiscal restraints.

Education and substitutions

Substitution of education may not be used in lieu of specialized experience for this grade level. If using education to qualify, provide transcripts. Foreign education must be evaluated for equivalence.
