Summary Description

Lateral transfers with at least two years of continuous experience, without a break in service as a full-time firefighter/paramedic in Ohio, are highly encouraged to apply. Under supervision of a Fire Captain, is responsible for responding to fire alarms and assisting in fighting fires; responds to emergency medical alarms and administers treatment and transportation of sick or injured persons to medical facilities; participates in fire station maintenance; engages in training and exercise programs as directed; performs other related duties as required. This is a safety-sensitive position.
Essential Functions

  • Performs duties of a certified Firefighter II, according to best practices and standards set forth by the Division of Fire
  • Perform duties as a certified Emergency Medical Technician-Paramedic, when applicable, according to best practices and standards set forth by the Division of Fire
  • Participates in continuing training by attending drills, studying technical material, and attending conferences and meetings relating to the latest firefighting techniques and equipment
  • Works irregular, on-call, and/or emergency hours, including evenings, weekends, and holidays
  • Maintains licenses and certifications as required
  • Demonstrates regular and predictable attendance
  • Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions
  • May be required to respond to major fires while off duty
  • May make building fire prevention inspections throughout the City
  • Maintains records of findings
  • Re-inspects properties where violations of the fire prevention code have been found
  • May assist in developing plans for special assignments such as emergency preparedness, hazardous communications, training programs, firefighting, hazardous materials, and emergency aid activities
  • Present programs to the community on safety, medical, and fire prevention topics
  • May be required to maintain firefighting and EMS equipment and fire station as assigned
  • In the absence of the Fire Captain, may be assigned to work out of class and perform the duties of a Fire Captain in accordance with the best practices and standards set forth by the Division of Fire


Education & Qualifications
  • Possession of a high school diploma or equivalent
  • Possession of a valid State of Ohio firefighter certification (240 hours)
  • Maintain paramedic certification under the Collective Bargaining Agreement, if applicable
  • Possession of a valid State of Ohio motor vehicle operator's license
  • Participation in and selection through competitive examination process, as set forth in Civil Service Commission procedures
  • Must be able to pass an annual physical and meet the requirements of NFPA 1582 as related to the Essential Physical Abilities
  • Successful completion of a Hazardous Materials Technician course, when applicable*
  • Completion of National Incident Management System (NIMS) training*

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

The primary duties of this class are performed in a work environment in which the employee is subject to potential personal danger. Therefore, the following physical abilities are deemed essential:
  • Ability to wear personal protective equipment (PPE) and self-contained breathing apparatus (SCBA) and perform fire-fighting tasks (e.g., hose line operations, extensive crawling, lifting and carrying heavy objects, ventilating roofs or walls using power or hand tools, forcible entry), rescue operations, and other emergency response actions under stressful conditions, including working in extremely hot or cold environments for prolonged time periods
  • Ability to wear an SCBA, which includes a demand valve-type positive-pressure face piece or HEPA filter masks, which requires the ability to tolerate increased respiratory workloads, exposure to toxic fumes, irritants, particulates, biological (infectious) and non-biological hazards, and/or heated gases, despite the use of personal protective ensembles and SCBA
  • Ability to climb six or more flights of stairs while wearing a fire protective ensemble, including SCBA, weighing at least 50 lb (22.6 kg) or more, and carrying equipment/tools weighing an additional 20 to 40 lb (9 to 18 kg)
  • While wearing PPE and SCBA, the ability to search, find, and rescue-drag or carry victims ranging from newborns to adults weighing over 200 lb (90 kg) to safety despite hazardous conditions and low visibility
  • While wearing PPE and SCBA, advance water-filled hose lines up to 2 1/2 in. (65 mm) in diameter from fire apparatus to occupancy (approximately 150 ft (50 m)), which can involve negotiating multiple flights of stairs, ladders, and other obstacles
  • While wearing PPE and SCBA, climbing ladders, operating from heights, walking or crawling in the dark along narrow and uneven surfaces that might be wet or icy, and operating in proximity to electrical power lines or other hazards
  • Ability to tolerate unpredictable emergency requirements for prolonged periods of extreme physical exertion without benefit of warm-up, scheduled rest periods, meals, access to medication(s), or hydration
  • Ability to operate fire apparatus or other vehicles in an emergency mode with emergency lights and sirens
  • Ability to perform critical, time-sensitive, complex problem-solving during physical exertion in stressful, hazardous environments, including hot, dark, tightly enclosed spaces, which is further aggravated by fatigue, flashing lights, sirens, and other distractions
  • Ability to communicate (give and comprehend verbal orders) while wearing personal protective ensembles and SCBA under conditions of high background noise, poor visibility, and drenching from hose lines and/or fixed protection systems (sprinklers)
  • Ability to function as an integral component of a team, where sudden incapacitation of a member can result in mission failure or in risk of injury or death to civilians or other team members

EQUIPMENT USED: The following are examples only and are not intended to be all-inclusive.
  • Fire truck and other station vehicles
  • Ladders, ventilation, overhaul, salvage, wear SCBA (self-contained breathing apparatus), two-way radio, etc.
  • EMS medical equipment
  • EMS patient cot, defibrillators, airway devices, etc.
  • Standard office equipment, including computers, telephones, fax machines, copiers, etc.

Health Care:
The City provides health, prescription, vision and dental through the Franklin County Cooperative. .

Life Insurance:
The City provides $75,000 in life insurance to all full time and permanent part time employees.

Additional Voluntary Benefits:
The City also offers VOLUNTARY supplemental life insurance above the city provided coverage, short-term and long-term disability, and flexible spending accounts. These are all voluntary programs that will have a cost associated with them.

Wellness:
Participation in the City's Wellness program is available to all "Benefit Eligible" employees, at no cost, and allows employees to earn up to $400 and a reduced deductible for next year.

Ohio Deferred Compensation Program:
City employees can participate in the Ohio Deferred Compensation 457(b) and Ohio Deferred Compensation Roth 457.

Longevity:
Employees shall receive an annual longevity payment based on completed years of continuous service with the City.

Leave Accrual: Full-Time employees are eligible to earn personal, sick, vacation and compensatory or flex time.
Personal Leave
Employees earn 48 hours of personal leave on their anniversary date.
Sick Leave
Employees earn 4.6 hours per pay period, except fire employees working a three-platoon system who earn 6.5 hours per pay.
Vacation Leave
Employees accrue vacation based on years of public service ranging from 145 to 338 hours per year for employees working a three-platoon system, or 96 to 234 hours per year for employees working a 40 hour schedule.
Holidays
Employees receive eleven paid holidays. Payment is made in a lump sum annually. Employees that are scheduled to work on select holidays are paid time and a half for hours worked on the holiday.

Paid Parental Leave
Paid Parental Leave is available to full-time employees who have worked for the City a minimum of 90 days. Paid parental leave is available following birth or adoption or foster placement of a child under the age of 17. Eligible employees will be paid 100% of their regular pay for a period of two weeks following a two-week waiting period.

Sick Leave Reciprocity
Eligible full-time employees are eligible to cash out a portion of their accrued sick leave each year.

Pool Passes & Resident Pricing for Recreation Programs and Parks Rentals
All full-time employees are eligible to receive a pool pass to the City's Municipal Pool, subject to a small fringe benefit tax deducted through your paycheck. In addition, employees receive resident pricing on all programs and parks rentals.

Tuition and Training Reimbursement:
Full-time employees who have completed their probationary period may be eligible for the reimbursement of tuition and fees for job-related education, up to a maximum of $3,500 per calendar year.

Pension Contributions:
City employee earnings are not covered under Social Security, instead, contributions are made on your behalf to Police and Fire Pension Funds (OP&F) at the rate of 24%.

Uniforms
Employees that are required to wear a uniform will have them provided by the City.
