Employment Opportunity
Under the general direction of the Facility Manager, the Recreation Supervisor of Facilities oversees the maintenance and general operation of The Well, a 110,000-square-foot recreation facility. This includes managing the upkeep of two gyms with multiple courts, a two-story fitness floor, group fitness studios, a child watch room, a senior lounge, classrooms, lobbies, indoor programming spaces, outdoor patios, and indoor pool areas. This includes overseeing building automation, HVAC, and other systems; coordinating maintenance staff, custodial teams, and contractors; addressing facility repairs; managing reservations; and supporting event setup to maintain a safe, functional, and welcoming environment for all users.
Essential Functions of Work
Provides leadership through effective communication and demonstration of Hilliard's Promise, vision, mission, and values.
Ensures the proper maintenance, repair, and upkeep of buildings, equipment, and related infrastructure, with particular attention to the upkeep and general repair of fitness equipment.
Develops and implements preventative maintenance schedules and ensures timely repairs.
Supervises and evaluates full-time Custodians and part-time Facility Attendants.
Oversees cleaning schedules, supply inventory, and adherence to safety and cleanliness standards.
Oversees contracts related to the operation and upkeep of The Well, including maintenance agreements, vendor services, custodial, and facility improvement projects.
Assists in recruiting, training, and managing part-time and seasonal staff responsible for facility operations and custodial duties. Conducts formal training sessions and ensures staff compliance with safety and operational procedures.
Develops and enforces policies and procedures to maintain facility safety, security, and operational efficiency.
Collaborates with Aquatics, Fitness, and Guest Services teams to manage daily operations of the facility.
Serves as a liaison for part-time staff, supporting events and programs by ensuring facility readiness, coordinating logistics, and troubleshooting operational challenges.
Oversees facility-related budgets, monitors financial activity, processes purchase requisitions, and ensures compliance with cash-handling policies and procedures.
Trains staff on safety protocols and emergency action plans, routinely reviewing and recommending updates to policies in accordance with OSHA, ADA, and local health department regulations.
Maintains accurate records related to facility maintenance, equipment use, incident reports, and operational data. Prepares reports, memos, and policy recommendations as needed.
Performs other duties as assigned.
Knowledge, Skills & Abilities
Considerable knowledge of principles and techniques of planning, organizing, and overseeing the maintenance and operations of recreation facilities, including the upkeep and repair of equipment and general building operations.
Knowledge of fitness equipment maintenance and repair, as well as the proper maintenance, repair, and operation of aquatic facilities, including pumps, filters, and water chemistry management.
Ability to lead and coordinate multiple vendors and staff to execute annual facility shutdown and maintenance tasks.
Considerable knowledge of general facility maintenance, custodial management, and vendor contracts as they relate to maintaining recreation spaces, fitness equipment, and aquatic facility systems.
Excellent verbal and written communication skills to effectively coordinate with staff, contractors, and the public while maintaining records, preparing reports, and updating policies and procedures.
Ability to plan, direct, and coordinate the maintenance, repair, and operations of recreation facilities, ensuring the safety, security, and efficiency of the facilities, while securing the support of staff and the public. Ability to schedule facility maintenance, manage personnel, and make recommendations regarding equipment, repairs, maintenance, and supply needs.
Ability to supervise, direct, instruct, and solicit cooperation from others in the performance of their daily work assignments and duties.
Ability to compile and prepare reports and maintain accurate records.
Ability to exercise independent judgment and discretion and to provide leadership.
Ability to answer inquiries, resolve complaints, and communicate with the public in an effective, tactful, courteous, and professional manner.
Ability to effectively use technology related to current business standards; computer and software related to positions and profession.
Typical Qualifications
Bachelor's Degree in Parks and Recreation Administration, Sport Management, or other related field preferred with a minimum of 2 to 4 years of experience in maintenance, facilities, or another related field.
Experience in the maintenance, repair, and operations of buildings, equipment, HVAC, electrical systems, plumbing, and other infrastructure.
Possession of a valid State of Ohio driver's license with an acceptable driving record.
Adherence to all applicable federal, state, and local safety laws, rules, and regulations and City safety policies/procedures.
Physical requirements
Must be physically able to operate a motor vehicle.
This is medium work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and a negligible amount of force constantly to move objects.
Must be physically capable of sitting, standing, reaching, twisting, bending, walking, lifting and kneeling, grasping, and repetitive motions in order to perform the essential job functions.
Must be able to verbally communicate for expressing or exchanging ideas by means of the spoken word.
Must maintain visual acuity and hearing necessary for observing general surroundings and activities.

HEALTH BENEFITS
Employees are eligible to enroll in health insurance, vision, and dental benefits. Benefits start the 1st day of the month following the employee's start date.
TUITION REIMBURSEMENT
After one year of service, employees are eligible to receive $7,000 per year in tuition reimbursement.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employees.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Retirement System (OPERS) and the employee contributes 10%.
VACATION
Employees accrue two weeks of vacation in their first year of employment. The City recognizes prior Ohio public service to establish vacation accruals.
Vacation Accrual Rates
1 Year - 3.1 hours per pay period (80 hours per year)
5 Years- 4.6 hours per pay period (120 hours per year)
10 Years- 6.2 hours per pay period (160 hours per year)
15 Years- 7.7 hours per pay period (200 hours per year)
PERSONAL LEAVE
Employees receive two personal days. These days are to be used within the calendar year.
HOLIDAYS
There are 12 holidays recognized by the City.
SICK LEAVE
Employees accrue 3.1 hours of sick leave per pay period for a total of 80 hours per year.
