General Description and Qualifications
The Parks and Recreation Strategic Operations Supervisor supports department-wide data management, budgeting, software coordination, and strategic planning efforts. This position plays a key role in ensuring effective collaboration among divisions, improving processes, maintaining policy compliance, and assisting with accreditation efforts. The role focuses on operational efficiency and alignment with the department's mission and goals.

Appointed by the Mayor in consultation with the Administrative Assistant, the Strategic Operations Supervisor under the immediate supervision of the Recreation Superintendent, is responsible for strategic coordination, data management, budget support, and policy maintenance, and community engagement among other key duties that ensure the effectiveness and efficiency of the Grove City Parks and Recreation Department.

The Strategic Operations Supervisor shall be chosen solely on the basis of their executive and administrative qualifications in the profession of parks and recreation, as shown by the adequacy of their technical training and their successful experience in parks and recreation or related fields.

The ideal candidate possesses:

  • A bachelor's degree in business or public administration, Parks and Recreation Management, Data Analytics, or a related field.
  • Minimum of 2-4 years of experience in data analysis, strategic planning, operations, or related areas. Municipal government or Parks and Recreation experience preferred.
  • Experience with budgeting, policy implementation, and process improvement.
  • Strong analytical and problem-solving skills.
  • An ability to collect, interpret, and present data effectively.
  • Proficiency in Microsoft Office, data visualization tools, and project management platforms.
  • Excellent communication and collaboration skills.
  • An ability to manage multiple tasks and deadlines.

Essential Functions of the Position

The Recreation Supervisor has the following powers and duties under the immediate supervision of the Recreation Superintendent:

  • Support cross-functional collaboration among Parks and Recreation divisions to improve efficiency and teamwork.
  • Identify opportunities to streamline operations and prevent siloed decision-making.
  • Assist in tracking and implementing departmental strategic initiatives.
  • Collect, analyze, and present data to help guide decision-making and performance evaluation.
  • Assist in the development of reports and dashboards for internal and external stakeholders.
  • Maintain accurate records to support accreditation and policy compliance.
  • Assist with budget tracking, financial reporting, and identifying operational efficiencies.
  • Work with department leadership to ensure financial resources align with strategic priorities.
  • Assist in reviewing and updating policies and procedures to improve consistency and effectiveness.
  • Support department efforts to maintain CAPRA accreditation and compliance with industry standards.
  • Help document and track progress on accreditation-related requirements.
  • Support department-wide software systems by assisting with implementation, troubleshooting, and training.
  • Work with IT and vendors to ensure systems are effectively meeting operational needs.
  • Assist in preparing reports and presentations for city leadership, partners, and community groups.
  • Support efforts to communicate key initiatives, policies, and performance metrics.
  • Follows all rules, regulations and ethics conduct as set forth by the Grove City Parks and Recreation Department and the City of Grove City
  • Performs other related duties as assigned.
  • Obey and promptly execute all orders of the Administrative Assistant.

Working Conditions and Equipment Operated

  • Standard office environment with occasional site visits to parks, facilities, and events.
  • Standard business hours (M-F 8am-5pm) with occasional evening or weekend meetings as needed.
The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.) and aquatic environments; ascends and/or descends, stairs; works in or around crowds; has contact with potentially violent or emotionally distraught persons; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; frequently lifts objects approximately 30 lbs. frequently carries objects approximately 30 lbs. frequently pushes objects approximately 30 lbs. frequently pulls objects approximately 30 lbs.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium work.

Minimum Acceptable Characteristics, Licensure and/or Certification

Preferred, but not required:

  • Certified Parks and Recreation Professional (CPRP)
  • Lean Six Sigma or other process improvement certification
  • CAPRA accreditation experience

Pursuant to Chapter 161.09, employees pay 15% of the monthly premium which equals $83.22/pay or $166.44/month for single coverage and $198.82/pay or $397.64/month for family coverage - all on a tax exempt basis.
